Once these technologies are developed they won't stay static
and they won't be contained. At the very least they'll be sold on the black
market. And even if Western 'liberal democratic' governments decide to formally
reject the technology in terms of an official capacity, it is certain that they
will develop them and use them via proxies.
At this point in time France, the US, and others can simply
say that their pursuit of such technologies are in response to China.
Interestingly (and perhaps conveniently) Western media has been floating
stories about Chinese military programmes engaged in this type of 'enhancement'
activity. I find the stories a little too convenient and thus suspicious. Maybe
they're genuine stories or maybe they're being floated as a foil to soften the
social blow likely to occur as stories of Western development begin to make
their way into the news cycle.
So why report this at all? Why are governments even offering comment?
Why don't they just dismiss these reports?
My guess is that it's already been happening. The stories are
leaking or will anyway and by framing it this way it seems innocent or even a
prudent response to Chinese scientific transgressions.
Whatever the source and background to the story, at least one
thing is fairly evident – this sort of thing is coming. It's like a science
fiction movie coming to life but once again it's not a step toward a better
tomorrow but a descent into dystopia. There will be more destroyed lives, awful
consequences and endless regrets but society will be left to pick up the
pieces. Humanity will be degraded but men will grow rich. They always do.
